TL;DRAbstract

The idea of instituting a contract with parents was initially discussed with various segments of the Plainfield, New Jersey, community in the spring of 1977. At that time it was just the germ of a thought, but more enthusiasm was generated each time this concept was discussed. Various meetings provided ample evidence that this community was prepared to demonstrate its commitment to the concept of shared accountability.
