TL;DRAbstract

The emergence of the concept of local development in France is linked with the economic period of transformation which followed the first oil crisis of 1973. It resulted in the mobilisation of local resources, to meet the needs for the populations, in a context where those had little autonomy. Gradually, the concept became that of the territorial development. From the capacity of the actors to reveal then to develop resources specific to the territory, emergent in certain cases of the new activities likely to fit in international markets. Thus our question relates primarily to the processes which allowed the passage from a local to a territorial development mode. Our assumption is that the process is accompanied by the emergence of an engineering of the territory, including a whole of professional competences making it possible to build and then to develop these territorial resources on widened markets.
