An outline is presented of the general philosophy involved in the determination of test factors. The two most commonly used approaches to deriving such factors are described in detail and the resulting statistical levels of safety are compared and related. The aim is to promote a wider appreciation of the safety implications associated with the choice of a particular test factor philosophy.
