The human condition tolerates uncertainty poorly. Relief from uncertainty is sought in codification, such as a system of codification stemming from commercial imperatives and based upon self-evident relationships or readily reproducible experiments: standards. Measurement of blood pressure is considered important, but there are uncertainties in the process. Are standards appropriate solutions to every observed uncertainty? Assessment of standards as solutions depends on an understanding of measurement systems in general and the measurement system to be applied.
