Barriers to Recycling in Athens, Ohio

TL;DRAbstract

The Resource Conservation and Recovery Act of 1976 emerged during a time period when environmental legislation expanded its scope in the United States.Waste diversion mandates were established with House Bill 592 in Ohio.The City of Athens responded with the first curbside recycling program in 1984.Recycling rates have shown to progressively decrease within the city.This study surveys off campus Ohio University students and Athens City officials, city employees and business owners to identify perceived barriers to recycling.Findings suggest that Athens City policy creates barriers to recycling compliance.Specific areas identified are a lack of access to recycling education, extensive sorting requirements, need for adequate recycling containers within households, and inadequate access to recycling containers within public places and streets.
