TL;DRAbstract

The low level of professional competence of the public civil officers, noted by many researchers and the authors of this article, significantly reduces the quality of public administration. Admission to the public civil service of the young experts, who want to serve and able to provide high level of professional competence, is hindered by the lack of work experience. The introduction of the detailed system of qualification requirements for public civil service positions, and technologies of selection on the basis of civil service positions profiles of different groups and categories will allow the recruit young professionals with the necessary professional and personal qualities.
