On July 20, 1999, a year, a week and a day after France had defeated Brazil 3-0 to win the 1998 Football World Cup, the Commission adopted a decision finding that the organising committee for the tournament had violated Article 82 of the EC Treaty and Article 54 of the EEA agreement by applying discriminatory arrangements to the sale of tickets to the general public.
