"Although democracy has been consolidated in Latin America, coexists with an increasing citizen dissatisfaction derived from the distance between the implemented policies and the citizen expectations. The uses of new technologies for the governments' control, the improvement of the services delivering and the opening of participation spaces emerge as key actions that could contribute to overcome the existing problems. In recent years, there has been evidence that Latin American governments have been developing public policies to promote the use of Information and Communication Technologies (ICT).
