Our worst fears is that terrorists gain possession of a nuclear weapon or fissile material for use against the United States. Our best hope is that the U.S. and Russia, former adversaries, collaborate to reduce the risks inherent in the vase nuclear complex that rests on Russia's uncertain economic and political landscape.
