TL;DRAbstract

One important government policy in the development of ethnic minority education since the establishment of the People's Republic of China (PRC) has been the founding of ethnic minority elementary and middle schools based on the boarding and scholarship system (abbreviated below as "ethnic minority boarding schools") in the pastoral regions where ethnic minorities live and in the poverty-stricken mountainous regions where there are dispersed ethnic minority settlements. This policy has been legally incorporated into the Zhonghua renmin gongheguo minzu zizhifa (Laws for Autonomous Ethnic Minority Regions in the People's Republic of China). According to 1997 statistics, there were 3,933 ethnic minority middle schools and 20,544 ethnic minority primary schools establishment in China, with 1.4 million and 3.6 million students, respectively or 32.8 percent and 29 percent of all the ethnic minority middle and primary school students in China, respectively.
