TL;DRAbstract

This chapter illustrates the interaction of voluntary groups at local level with local government. Housing and education are two policy areas where black groups compete for scarce resources within the context of urban public-expenditure constraints, pressures upon government-funded services and various degrees of material deprivation. It will be seen that, in line with the attempts of groups to maximize the benefits accruing to them in this situation, they generally feel it in their interest to give their consent to policies which arise from compromises between groups themselves and between groups and public decision-makers. In this respect local Community Relations Councils can play an important role in providing a forum for debate about public policy and for mediating between the often conflicting interests of groups and politicians keen to defend particular policy commitments.
