TL;DRAbstract

As one of the land disposal methods, Temporary Occupation License (TOL) provides opportunity to the society to increase their income. Furthermore, the application process took much shorter time to be approved compared to title application. The society had considered TOL as one of precondition in land alienating which could enable them to obtain title for a land. Where as, in the point of view of the State Authority (SA), TOL is a temporary method to disposing land and it could contribute income to state. The issue that arises with this method is that the society have to come to face with some difficulty when they are burdened with the high annual fee and the limitation of ownership to their land. It looks like that conflict had arisen with the societies hope and the income contribution from the land to SA. Equilibrium point has to be sort out for both, the society and SA, for they have their own importance in their own ways in contributing to the state economy. This researc
