The article substantiates the need to provide a high school with network organization features and modern mechanisms of interaction between business entities in order to improve quality of young specialists’ training, in particular, their professional skills and personal qualities. To perform these functions a higher school should become a coordinator of the education and management network, and also should transform into a corporation that will execute new management functions in the system of new multifunctional network model. The paper defines a “system management” term, which means identification, structuring of elements of the vocational education system, establishing their relationships, processes, resources, results.
