The New Paradigm for Social Policy: A Virtuous Circle?

After a period when, at times, extinction rather than evolution, seemed a possibility, the role of a social policy for the European Union has taken on a definitive shape, found itself placed mainstream in an ambitious political and economic strategy and held up as a central model for new forms of governance in the European Union. The catalysts for this development are many and varied but during the Lisbon Summit of March 2000 a number of factors came together to ignite a new ten-year strategy for economic reform of the European Union. A new process, labelled the "open method of co-ordination", has harnessed what were seen as separate, competing and, seemingly, irreconcilable issues of employment policy, labour law, social protection and economic policy into a new paradigm.
