When the ”Campus Murder Case” in Nanping City of Fujian Province took place, the netizens were dissatisfied with the inaccurate reports from the media and the government's delayed reaction. As a result, the importance of network agenda was highlighted. The network agenda involved in this incident was interactive, subversive, highly confluent with traditional media, and close to people. The generation, development and expansion of network agenda are, to a great degree, the results of meeting the needs of netizens, i. e., they are closely related with the netizen's group psychology. Therefore, only with smooth cycling of the triangle pattern composed of government, network and personal agendas, and through attaching more importance to the personal agenda, can the group psychology of the audience be guided positively and effectively.
