Abstract : President Bush declared in his 2006 State of the Union address that America is addicted to oil, which is often imported from unstable parts of the world. He set a goal to replace more than 75 percent of the oil imported from the Middle East by 2025. However, nearly every recent president since the Nixon administration has had energy goals; few have been achieved. This paper assesses the failure to meet past energy goals, analyzes energy trends, and recommends actions to meet the goal of replacing 75 percent of Middle East imported oil by 2025.
