TL;DRAbstract

The desire to implement a rail transit system in the San Diego region dates back to 1974-75. This particular rail system presented a unique opportunity to the Metropolitan Transit Development Board (MTDB), the owner of both the railroad and the transit system, to reconstruct the existing railroad for dual use at an acceptable cost. This paper addresses the area of construction cost for the rebuilding of an existing railroad line operationally suitable for supporting both a commercial railroad and a light rail transit system. The process which was developed to perform the extensive rebuilding program is described in this paper.
