TL;DRAbstract

To pursue its goal of rapid economic development, Singapore provides family planning services and has vigorously encouraged its citizens to limit family size. The government has legislated disincentives for families to have more than 2 children. This discussion reviews the history of these legal measures and their usefulness as a tool to promote social change and development. Singapore has used the law as a means to encourage family planning in order to supplement the overall thrust for economic development in the late 1960s. Freed from obligations to the Malaysian Federation and lacking the support of the British military as of 1969, Lee Kuan Yew led his people's economic development along a Western model. Reduction of population growth is an essential component of that model. Lee stressed family planning by providing clinics, by advertising, by promoting housing and lifestyles conducive to nuclear families, and by gradually adopting a set of laws favoring small families.
