This report examines the current deregulatory proposals by the Australian government for the Australian telecommunications industry. The May 25th 1988 statement by the former Minister for Transport and Communications, Senator Gareth Evans, spelt major changes in the regulatory environment in the Australian telecommunications industry, and decisions made by the Government mark the most significant change in arrangements for the industry since 1975, when traditional Post Telegraph and Telecommunications administrations were split into separate independent, self-funding statutory authorities. In order to understand why the government chose the directions outlined in the statement AUSTRALIAN TELECOMMUNICATIONS SERVICES: A NEW FRAMEWORK, it is necessary to examine the global/international issues, trends and pressures for change.
