TL;DRAbstract
This paper tries to examine the changes in both the urban and rural pension systems overtime. It discusses the social-economic changes that happened as the pension systems are reformed and the changes that even pushed for changes in the pension system. It also examines after each major reform effort, who were left out of the pension system.
