Considerable attention has been focused on increasing fuel efficiency standards through new corporate average fuel efficiency (CAFE) standards. This has been justified by its proponents on the basis of saving energy to enhance energy security and increasing environmental quality through reduced emissions of air pollutants, including CO{sub 2}.
