TL;DRAbstract
In view of the disjointed phenomenon of the planned accident reporting regulation of revised draft of Regulation on Work-related Injury Insurances and present Regulation on Accident Reporting and Investigation & Handling of Work Safety, the malpractice and influence of multiple leadership on safety management, accident, occupational disease prevention and work-related injury insurances are analyzed. By referring to the overseas practice, especially Japan, it is proposed that the key of accident management mechanism on ”Accident Prevention-Accident Compensation-Injury Recovery”, first and foremost, is to straighten out management mechanism, scientifically and reasonably limit the function and jurisdiction of administration as soon as possible.
