TL;DRAbstract

Technical networks can be considered as critical infrastructures and appear vulnerable to flooding. Well-functioning of these networks is a major issue for flood risk management and spatial planning. This research argues that networks resilience analysis is a necessary, but not sufficient, condition for improving urban resilience to flooding. In order to analyze networks resilience a methodology is proposed. This methodology requires analyzing resistance, absorption and recovery capacities of these networks. In this context, researches have been done about networks structural analysis, networks interdependencies analysis and networks restoration analysis. In fact, the methodology is mainly based on graph theory, safety methods, linear optimization and spatial analysis. Finally, to implement this methodology, a web-GIS has been designed. Thanks to this prototype, an application has been carried out for the city of Dublin.
