A Primer To Video Transcoding: Image Transcoding

TL;DRAbstract

In the video transcoding problem, we convert the video from one bit-rate to another which can help us design better streaming servers. This is achieved by changing the resolution as a trade-off for the bit-rate. In this work, we solve a part of the problem. The individual frames are represented in terms of 8 x 8 DCT blocks. We develop an algorithm for re-sampling the frame in the DCT domain, such that the reduced resolution video also has 8 x 8 DCT blocks. Our algorithm is for color images.
