Monitoring of both land treatment and water quality is necessary to document the effectiveness of nonpoint source pollution controls in restoring water quality.The Section 319 National Monitoring Program, administered by the U.S. Environmental Protection Agency, is designed to support watershed projects throughout the country that meet a minimum set of project planning, implementation, monitoring, and evaluation requirements.The requirements are designed to lead to successful documentation of project effectiveness with respect to water quality protection or improvement.
