TL;DRAbstract

There are several issues that need a rethink, but particularly troubling is 'Opening Doors' and the Local Area Service Network [LASN] reforms. These reforms were undoubtedly intended to improve assessment and responsiveness at entry, resulting in a more coordinated and collaborative local service system. The intention was not ill-conceived, and the principles-in-abstract are entirely supportable, but implementation has been seriously problematic. This is beyond dispute, but what has gone wrong?
