People have taken the right to education more as a legal right for so long and neglected the internal difference between the right to education and other rights, namely, the educational connotation as the core element of the right to education. The modern education includes the intrinsic regulated elements of freedom, democracy and human rights. In other words, it is people-oriented. Based on the understanding of education as people-oriented, the right to education should have the basic attributes of freedom, equality and human right.
