For the developing countries it is an aspiration, a great need and a challenge to set out upon the path of modernisation and self sustained The ultimate purpose of this article is to express and also justify the optimism that it is possible, though with an enormous effort, to accomplish this need and meet this challenge by using science and technology as a force, a tool and a mechanism. Development is a complex process and a very difficult one, almost an impossible proposition for some of the developing countries at least, such as Bangladesh where resources are limited, population is high and dependence on other countries enormous. There are, in fact, formidable obstacles and vicious circles in the way of their progress. There is reason for pessimism, as seen in the analysis of many re nowned economists. According to Prof. W.
