TL;DRAbstract
In the late 1940s, as the intensification of the press monopoly and the proliferation of commercial, people began to reflect the traditional libertarian theory of the press. In this context, ”Social Responsibility Theory” came out, which emphasizes the responsibility and obligation of the press. This theory advocates to promote the achievement of responsible freedom of the press, through the press self-regulation, government intervention and public oversight. In this seemingly effective system, there are still many theoretical and practical dilemma, including differences in the definition of responsibility, difficulties in tradeoff between freedom and responsibility, challenges of the press self-regulation, ”localization” problems when this theory transplanted to China, and the conversion of responsible people which led by advances in technology.
