Justification was defined by the International Commission on Radiological Protection in publication 26 as 'no practice shall be adopted unless its introduction produces a positive net benefit' (1). ICRP have subsequently refined this definition. In ICRP 60 (2) justification is defined as 'no practice involving exposures to radiation should be adopted unless it produces sufficient benefit to the exposed individual or to society to offset the detriment it causes'. ('The justification of a practice'). The European Commission have included justification in the recent medical exposures directive (3). This Directive distinguishes between individual medical exposures and medical practices. Justification is defined in the Medical Exposures Directive as 'showing a sufficient net benefit weighing the total potential diagnostic or therapeutic benefits it produces, including the direct health benefits to an individual and the benefits to society, against the individual detriment that the exposure
