Impact of Implementation of DoDI 4140.39 at Army National Inventory Control Points.

TL;DRAbstract

In June 1974 the Army Wholesale Supply System started implementing the management concepts of DoDI 4140.39, Procurement Cycles and Safety Levels of Supply for Secondary Items. The techniques embodied in the DoDI are quite different from those that were followed previously and there was much interest in how cost effective the new ideas were. This report presents some performance and cost statistics which indicate the new techniques are indeed cost effective. Precise figures are difficult to present because of the interaction of functions outside the scope of DoDI 4140.39 but available data indicate that significant improvement in supply performance did take place over the period, September 1973 to December 1976.
