TL;DRAbstract

The present study formulates important recommendations for responsible public fund management in order to promote the adoption of the Goal for Universal Coverage in Ecuador, in terms of its delivery of Basic Social Services as an explicit goal in achieving Sustainable Human Development. It presents the empirical basis to guide the construction of a sustainable fiscal policy, with the technical references needed to generate discussion and change within the interventions the report hopes to inspire.
