In an anarchic society, the Multilateral Commercial System (MCS) develops gradually.Beginning with the establishment of GATT and evolving into the WTO by 1994.Something that has lasted from the formation of GATT in 1947 to current times is the MFN (Most Favored Nation) clause, part of the non-discrimination principle.The great threat to this general norm has been the Regional Commercial Agreements, part of the general exceptions under the MFN rule.The fact is that after the Uruguay round, there was a true proliferation of these "minilateral" agreements, threatening the mere existence of multilateralism.This occurrence is owed to the fact that countries have preferred the regional arena for liberating their commerce, as this is the attitude adopted even by the greatest defender of multilateralism, namely the USA.In order for countries to establish regional accords, some issues should be observed, one of which is that the agreement should cover substantially all commerce between the stat
