The spread of consumer credit and rapid economic changes in the mid 1980's has lead to excessive debt in many industrialised countries, leading governments to fight against the excessive indebtedness of households.<br />Having first defined the concept of overindebtedness, we estimate on the basis of three surveys (French Household Budget Survey, French data of the European Communities Household Panel, INSEE Patrimoine des ménages Survey) and of overindebtedness write-off files handled by the Banque de France that one to two million people in France are, to some degree, excessively indebted. We then identified their characteristics and the dynamics of regular entrance into and exit from the sub-population as some three million people experienced overindebtedness for more than three years between 1994 and 2001 in France.<br />At least 30 percent of young people may experience financial difficulties, which further highlights the potential social impact of the phenomenom.
