In December 2008, Tuvalu's then Prime Minister Apisai Ielemia stood before delegates at the global climate negotiations in Poland. In a passionate speech, Ielemia argued that vulnerable islands nations in the Pacific require easier access to funding to respond to the challenges of climate change: 'Small Islands Developing States like Tuvalu need direct access and expeditious disbursement of funding for real adaptation urgently, because we are suffering already from the effects of climate change.
