Two American specialists on the energy resources of the former USSR survey and analyze the events leading to recent plans to develop an important East Siberian natural gas field and to construct the first export pipeline to the eastern coast of China. The paper discusses the history of the plans beginning in the Soviet period, the acquisition of development rights by a private Russian oil company, and the subsequent transfer of these rights during the industry's restructuring. The plans' development in 1997, shaped by issues relating to the regional energy structure as well as to the projected demand for gas in China and East Asia, is outlined in some detail.
