This report is to be used in planning radiological emergency exercises to test the Federal Radiological Monitoring and Assessment Plan (FRMAP). Although developed for this specific purpose, the document also contains material that may be useful for planning other types of exercises. This report describes the types of exercises that might be used, the steps in planning and conducting the exercises, and the special considerations required for exercises to test the FRMAP. FRMAP exercises typically involve several federal and state agencies. General and specific objectives that could guide these exercises, as well as the possible activities of all the participants - players, controllers, and evaluators - are discussed.
