Foreign policy in the United States is made by its leaders. These leaders possess the skills and expertise along with sensitive information that is not available to the "average" citizen. America was created on the principle of self-government, whereby the country is governed by the people. With this significant factor in mind, leaders of the United States must pay attention to the views and voices of their constituents. Public opinion must be considered to preserve this democratic government. An understanding of public attitudes, beliefs, and values is important if leaders are to persuade their constituents with their rhetoric, but they also must have a good grasp of public opinion dynamics -- the interaction of media and public opinion, and the notion that different channels of communication have different effects on audiences.
